Carte de Sejour

  1. What is the "carte de sejour" ?

This is a document for living in France while you are not in holidays or playing the tourist. This document has been used since long time ago to identify people in front of autorities. This is a document that you need to obtain to do the the Master EMOOSE. Attention:

In order to arrive to France it is COMPULSORY to get a student VISA. The student VISA can no be obtained in France. If you arrive without it you will be obligated to go back to your country in order to obtain it before you apply to the "carte de sejour".
  2. Is there any other reason of getting the carte de sejour?

European residents may be wondering why obtaining a carte de sejour when they do not really need it in the European community. This document (the carte de sejour) is required to apply for financial help from the government to pay a part of your apartment's rent. This help is called CAF (LA) (see below).
  3. How to get the carte de sejour?

If you look your student VISA, you will see that it says something like "carte de sejour a soliciter des l'arrive a France", which means that you must go to the prefecture (a kind of police quartier) after your arrival to France. Is in this place, at the prefecture that you obtain your carte de sejour. A Wise decision is to go ASAP (as soon as possible). If you do so, the following can happen in this way:
    • You arrive and you will be asked to give some personal information and to present some documents (see the point below to know exactly the documents required). If you have all of them, you will be dated again.
    • You arrive and you will be asked to give some personal information after what you will be dated for a new appointment.
The difference mainly relies in that sometimes they check that you have all the needed documents before doing the second appointment. In the second appointment the documents needed will be analyzed and classified. If everything is ok, there are two cases for the rest of the history:
    • You belong to the European community. In this case you will be dated to get your carte de sejour.
    • You does not belong to the European community. In this case, you will be warned that a medical check must be done in order to obtain the carte de sejour, after what you will have to get a new appointment to both show the certify of your medical check and to receive the carte de sejour. This medical check is compulsory if you don't belong to the European community. In the second appointment, you will be warned to wait a letter from the Service of Migrations stating a new appointment to the medical check. This medical check is free, you do not have to pay for it. If you success in your medical check you will receive a certificate. You must take the certificate and go to the prefecture to ask for the third and last appointment where you will receive the carte de sejour.
  4. Documents needed to get the carte de sejour.

In your firs appointment, you will be asked to present the following documents:
    1. Your passport with the student VISA.
    2. A photocopy of all the pages of your passport.
    3. 4 pictures of your self, whose size is:
    4. A document that proves that you have a french bank account. (see below to obtain more details).
    5. Something that proves that you can earn or obtain at least 2000 FF per month. This can be donde showing a sold from your new french account with a deposit of that quantity, and a paper signed by someone else stating that he or she will depose every month the same amount in to your account.
    6. Something that proves that you are invited to follow some studies in France. You should get a letter from the EMN in which it is states that you are officially accepted in the Master EMOOSE. The letter have to say the period of the Master.
    7. Birth certificate. This one is very important. You will need to bring the origial, with two two official translations to French, translated and certified by the French embassy in your country (one is for the "carte de sejour" and the other for LA CAF), and one official translation to English (this one will be need for your diploma of Master in Science).
    8. A lodgement certificate stating where do you leave. This can be easily obtained from the responsible of the MDE (the resident where you are going to live).
    9. A document proving that you have a social security. If you have a social security that covers you in France you can bring a document proving it. Otherwise, you can get it in France (See below for more details).
All this documents (except the Passport and its photocopy) must be in french. If the original is not in french, you must have to get translation of it that must be legalized by an official entity such us the consulate of France in your country, or the embassy of your country in France. I will specially recommend you to translate your Birth certificate and bring two copies (you will need a second one to obtain LA CAF). Whenever you present a translation, you may also have a photocopy of the original document and the original document.
